Assistant Inspector General for Overseas Contingency Operations (OCO) Oversight
The Office of Overseas Contingency Operations (OCO) Oversight collaborates with the Department of Defense (DOD) and US Agency for International Development (USAID) Offices of Inspector General (OIGs) and coordinates OCO oversight planning and execution within State OIG to fulfill the joint “Lead Inspector General for Overseas Contingency Operations” (LIG-OCO) responsibilities of these three OIGs under Section 8L of the IG Act. The Office of OCO Oversight works with DOD OIG and USAID OIG to produce an annual joint strategic oversight plan for each OCO and a quarterly report on each OCO that includes a summary of the collective oversight of all OIGs for the whole-of-government effort in support of each OCO. I’m David Stewart, the Assistant IG for Overseas Contingency Operations. The Overseas Contingency Operations office ensures that OIG meets its Lead IG responsibilities to provide oversight of overseas contingency operations. Key U.S. efforts during an overseas contingency operation include security, governance, and development. Lead IG is a joint interagency initiative, primarily between the OIGs for the Department of State, USAID and the Department of Defense, to provide for coordinated and comprehensive oversight during an overseas contingency operation. This interagency Lead IG mission is to develop and carry out a joint strategic plan to oversee and report on all aspects of the contingency operation and to use individual and joint audits, inspections, and investigations to meet this responsibility. This unified structure is intended to increase the effectiveness of oversight capabilities across agency jurisdictional divisions and provide results to help Congress and agency leadership make informed program, policy, and funding decisions.
